how do i do web cam or talk to ppl?

Webcam has nothing to do with SL so I'm not dealing with that. Assuming you mean talk to someone via voice, you use a headset, preferably USB, and chat in public or call someone in IM to speak only to them.

If they don't respond, they're busy or not interesting in talking...
almost everyone will respond in some way...

I have a friend that uses headsets that connect via USB and he said that they have to be connected when SL starts in order for SL to see them. Is this true for all USB connected headsets?

OP....as far as the best place to meet people to webcam with, I would think MSN or Yahoo. Definitely not SL.

Be aware, though, that not everybody in SL uses voice chat. If you say hi to them (vocally) and they don't respond, they may not have Voice activated. The usual indicator that a person has it active is a small white dot that hovers above their head. Even then, they may not reply vocally, but with text chat instead.

Also, if you say hi to a particular person in open chat (as opposed to sending an IM), make sure to use their name in the greeting, because they'll probably think you're talking to someone else.

I'm a bit unclear on what you are looking for, Kimmy. Perhaps you could clear it up a bit? Here's a few suggestions.

1. Meeting people.
You indicated meeting people in your subject line. You can do this very easily in Second Life. There's many places where you'll find people, from Welcome Areas (which can be very, shall we say, "wild west" in nature), dance clubs, events, and so on. I'd also suggest checking under "search" (Or is it called "find?" anyway, it's at the dottom of your SL screen) and finding places and events that might appeal to you.

Many folks in SL can be pretty friendly and easy to meet. At least that has been my experience.

2. Web camming with people.
Second Life does not support web cams. You would have to do this via the web.

3. Talking with people.
Second Life does have voice features. If your avatar has a white "puffball" over their head, then you are ready to talk. Just click the talk button in the lower right of your screen and say hi. Bear in mind, though, that many do not use it here, and some refuse to use it for many reasons.

I have an assumption, based on your internet-like name's first part, and talk of webcams, that you might be looking for more "red light district" advice. I can't help you much on that. I believe that most of that is handled off of SL, however, with web cam or whatever after meeting up in SL. I suspect you can find information on that in the search as well, but I have no idea for sure.

The person that has the USB headset uses a laptop that is being packed up and moved around a lot -- so he does not keep the headset plugged in most of the time. I use the normal line-in/line-out type and mine do just stay plugged in all the time.
