I've been wanting to know this for some time now.
One thing you can do is copy it from open chat and make a gesture.

I went to this website and could not find that smiley anywhere in it, but the main question I have from this website is, how do you type U+2764 into chat to make it become the character? For a wiki its surprisingly lacking in the HOW part LOL

Open a web page or document displaying the character.

Copy it.

Open the chat bar.

Paste it.

Hold down ALT and type one of the keys from the numeric keypad. Most of them work.

It appears after you let go of the ALT key.
If you have Unicode enabled, you'll see it, else I think most show a tiny dot.
