I am totally ignorant on this. How do the prims of a vehicle, let's say a ship, count in relation to the prim allowance of a land or sea piece? If I want to have a ship, should I have a piece of sea of my own? What if one sails through other people's parcels? Please, let me know anything related on this topic about ships.

To put it simply, in most cases, they count.
If you want a vehicle rezzed full time, you do need to have land and available prims for it. So, yes if you want a moored sailboat, for example, you would need some water "land."
If you are riding a vehicle and attempt to enter a parcel that would go over its available prims should your vehicle enter, you won't be able to.
There are some vehicles that are actually worn in full or in part. The worn parts don't count towards a parcels prim limits, even tho some of them are huge.

The answer is somewhat complicated, and it's changed several times recently. It also depends on what sort of vehicle it is.
There are vehicles that you "wear", like the AKK riding horse. They take an attachment point on your avatar, and are, for all intents and purposes, just another attachment that the avatar is wearing. These have no impact on parcel prim counts, and you can wear and use them anywhere that scripts work. Like any attachment or scripted object, they can still cause some lag, but they don't require parcel prims while worn.
Most vehicles are a 31-or-fewer-prim scripted object that you and possibly several passengers sit on. You need to be able to rez prims to pull it out of inventory and get onto that vehicle. Once you are on it, the vehicle is treated somewhat differently than just a pile of prims that have been rezzed there.
So, for example, if it was a boat, you would need your own dock or shoreline, or would need access to a parcel that allows rezzing prims, like a public marina. You could not rez the boat on a protected Linden lake that was set to no-build, though you may be able to rez it at the shoreline, on the property of someone who allows that.
For a car, you also need some sort of "rezzing area" where creating prims and running scriots is allowed, as a place to start with the vehicle. You can not, for example, just rez a car on a protected Linden road, which is no-build. As an example, in Bay City, it's somewhat hard to locate a place where just anyone can rez prims. but there are a few such places next to roads and waterways, where you can rez a car or a boat.
Once you have that vehicle rezzed, you can cross into any parcel that allows "object entry". Here's where it gets muddy... Until very recently, that vehicle DID count against the total prim count of the parcel while it was there. Meaning that the parcel owner had that many fewer prims available while you travel through their parcel. But at the same time, I think recent tweaks to the server code have made it so as long as you didn't stop and get off the vehicle, you could still travel through that parcel even if there were not enough prims free to support the vehicle. If you got off the vehicle and there were not enough free prims to support it, the vehicle would be returned to you.
I *think* they made a recent change so occupied vehicles no longer are counted against a parcel's prim count, but I am not sure. Others will, I am certain, chime in on that point.

Others will, I am certain, chime in on that point. /me chimes in  As recently as this week I had a vehicle I was riding returned because there weren't enough prims available on a parcel I went through, so this might not hold true.
