If your tier bill occurs on the 17th of the month (say), and you substantially reduce your land holdings on the 17th of the month, will your bill be lower next month? Or should you reduce your land holdings on the 16th of the month?

Playing safe I'd go for the 16th but if you get it down before you get billed on the 17th you might be ok, personally wouldn't risk it.

Tier down as soon as you can. Holding land and donating tier for land count the same, wether on not you actually had land. i found out the hard way,,,
