You go out and buy one, they don't issue it. You must go to land sales in search, narrow down the type to mainland (or estate, but then what is the point of going premium), and then teleport around to each plot till you find one you like.

If you are looking for free First Land, that program ended early this year. You still no longer have to pay tier on 512m but you will have to purchase the land first.

Just search for land using the search mode in world. It allows you to specify you are looking for 512m on mainland.

Another method to use, open up the Map and check "Land For Sale". Just click on the lil' yellow plots. You'll quickly notice the sizes and be able to pick out the 512m plots.

I do this every so often just to see whats out there. Kind of fun, really. Just hopping around from plot to plot.

Be sure to filter your land search by selecting the "For Sale-Mainland" Drop down menu. Otherwise you will be seeing estate listings (to tired to explain the difference right now). Then sort by $L per meter. This will show you the cheapest plots available first. Start teleporting around until you see something you love.

... but dont let price dictate your purchase entirely. Cheaper lots mean heavily sloped or under water lots, or someone could simply be dumping a bad lot (bad neighbors). I suggest before you buy, find a few decent lots, and hang out in each of the sims for a while to get a feel for the area before you buy, the more time you spend around the lot you're looking to possibly purchase, the more you'll learn. You may learn it's a quiet sim, with nice neighbors, or you may find it's an overcrowed sim with idiots for neighbors, good luck!

Your premium account can support 512 of MAINLAND land without you having to pay extra money in tier (tier fees are like property tax for people who own more than 512 of land)

So go into the search, land sales tab, and restrict the search to mainland only. then teleport around until you find one you like that is 512 in size and on the mainland and buy it.
Depending on the location you will need to spend somewhere between 5 L$ per square meter and 10 L$ per square meter. Im not sure of the average at the moment, maybe 6 or 7.

The more valuable ones are the ones touching protected land owned by linden labs (the owners of SL eg governer linden) for example touching a road or protected piece of water, as it means you arnt touching your neighboors on that side.
The most valuable being land touching linden labs owned protected water.
Have a look at the parcels surrounding the one you are thinking of buying to check if they are owned by linden labs (sometimes people lie in the advert on a parcel saying its next to protected land when its not, so you need to check yourself)
