You have to have the picture stored at a site like Flickr, Photobucket, or other such image storage site.
I believe you can see how to use the image tag by hitting the Quote button on a post that shows an image in the post. It works the same in a signature as in a post.
In the User Control Panel for the forum, which is the "UserCP" at the top left of the forum display, there is an choice to set your Editor Options. In the Editor Options there is choice for what mode you want the editor to be in. Pick the middle, not the plainest and not the fanciest.
You may want to add a question mark to the end of the url in order to deal with the way the forum has been crippled owing to security problems with the forums.
