No matter what I do every single time I log off my preferences reset..WHY!!!!! They stay changed when I am logged in but I have to redo to them every time I log on and Yes I have it apply ...ok...apply all of it.. I can't seem to get my preferences to stay where I put them.

Try deleting all of your folders under the C:\Documents and Settings\<username>\Application Data\SecondLife
This resets all of your settings but it forces SL to remake everything from scratch. Maybe that will help.
