So I was doing a bit of building the other day on my estate 8K, as I am wont to do. Concerned that I should not exceed my prim limit, I checked my land details.
Prims still available registered as something above 6K. I thought I was hallucinating. Total prims allowed was over 8K. My prim multiplier? 4.5. Somehow my 8K had been granted half the prims for the sim.
This is a nearly sold-out island, with only one 4K available. None of my neighbors have built anything too complex, but why should I be granted such largess? I am a builder and have an attractive, well-landscaped parcel, but yoiks!
I'm almost afraid to ask the question out loud, lest my magic land revert to normal.

The prim bonus is applied sim-wide, and does not reflect the true number of prims you will be able to use if other residents start filling their own parcels up with prims. Once everyone figures out they have a 4.5 prim bonus too, the sim will run out of prims, as the bonus doesn't increase a sim's 15K limit, but just raises the prim/parcel ratio.

if you have a prim bonus, everyone on the region will have the prim bonus too. Maybe there is a land that is reserved for those extra prims OR your viewer is not functioning correctly.

I'd suggest talking to the island owner. A 4.5 prim bonus is scarily big; he/she should probably adjust it down.

The problem with a "prim bonus" is that it doesn't increase the total prims available in the sim at all. It only increases the limit where each parcel says it is out of prims. To use that feature responsibly, the sim owner must set aside part of the sim as non-buildable land, with few to no prims.
Look at the Bay City sims as an example. All those roads and canals use very few prims, so do a few carefully placed "Civic features" like a power plant. By reserving half the land area in the sim as land that no land owner can build on, they can set the object bonus to 2.0 and alow the remaining, for-sale parcels to enjoy double the normal prim allocation.
A bonus of 4.5 is insane in a normal sim.
Your sim owner, in setting the allocation to 4.5, is making sure MOST of the people in that sim are going to be miserable. Because the land owners will all see that they have huge margins of prims "available" and will start building to fill that, and soon some individual who may only have 100 prims on their 2048 M2 parcel will get a medssage saying the SIM has no more prims abailable, and that they can't build. Even though their parcel says they have a limit of 2106 prims!
