What is the maximum depth of water a terrain can be set to in SL?
What is the maximum height that terrain can be set to?
I can understand the problem with setting water level to something other than the default 20m if a region has a neighbor, but what if I bought a private island region, with no neighboring regions, and set the water to anything other than the default 20m? Would there be a mismatch between the sea level on my region, and the sea level of the fake sea that surrounds private islands?

The water plane: between zero and 100 Meters with the in-world controls. between zero and 255 Meters using a .raw file.

If you have an isolated private island sim, and set the water plane to anything other than 20M, the water level of the void sims (fake ocean that you can't actually enter) will remain at 20M, and you'll see a strange gap at the sim edge.
Also, if your camera is outside the sim edge, looking in, the "cloudiness" that should be there below the water plane won't be visible above the default 20M height. So it will look like a thin sheet of water floating in the air, until you actually enter the sim with the camera. You won't see a "wall of water" at the break.
