Have you tried turning on auto-return in the options tab from the 'about land' pie menu thingy? It should make any object that isn't owned by you return to its owner after the interval you set for it. Gotta admit I have not had to return anything that was locked before, so I don't know if the lock part overrides auto-return, but you can try it. Of course, that is only an option if the object is actually on your land. If it is not, but just blocks your view, there is nothing you can do except contact the owner or possibly the estate owner if you are in a private sim.

Does the prim anchor on your land or anchored in the adjacent parcel?
If its based on your land you can return or autoreturn it.
If its based on the other parcel. You need to get them to remove it - or you need to file a support ticket.

Its anchored in the next parcel but overhanging mine and auto-return hasn't worked. I'll try support. Thanks.

Yep, that's Parcel Encroachment. Use that as the subject of your AR, it should speed things up.
