I had reported a bug on the Jira, and now I notice it has been given a linden lab id DEV.
Can anyone tell me exactly what this means please.

There is the JIRA we can see, sometimes also called pJIRA, and there is the one that the code monkeys at LL actually use, which we cannot see. I think that getting a devid means that they have 'imported' your issue into their internal JIRA.
It does not mean that it will get fixed any time soon but it is a good sign that they agree that it is an issue and are looking at it. Or at least planning to look at it at some point. _____________________

You can post the issue number and ask people to vote for it.. Sometimes, LL pays attention to how many people vote for something..
