Check your network connection, check your firewall settings, in preferences, turn up the slider reserved for your network connection.
Are you connected via wireless? That might be a problem, too.

I just tested my download speeds : Last Result: Download Speed: 8714 kbps (1089.3 KB/sec transfer rate) Upload Speed: 1082 kbps (135.3 KB/sec transfer rate) Its wierd because all buidings will fully rez, the people will not. What settings should I check in my firewall? Im running Norton Internet Security 2009.

Welcome to the Forums.
I notice the problem is specific to busy places, from which I gather that avatars show up okay if there are just a few of them around. If that's the case, then I doubt it's a firewall issue (although it could still be a dropped-packet problem on the local network).
A little more background might help. Is it correct that the problem just started with this new laptop, and that SL was working fine before?
In these busy places, is it really just avatars that don't rez, or do sculpties and textures also fail to rez? And is it really a complete failure to rez, or just very slow rezzing?
One thing to try might be the Release Candidate viewer; there have been a number of changes in how texture downloads are handled since the most recent official released version.

You might also try turning your Draw Distance down (Edit Preference/Graphics). I've noticed that people do rez faster when my computer doesn't have to draw stuff out to 300m.

Has this new laptop always had the display issue? If so, temporarily change your graphic settings to LOW (Edit - Pref- Graphics) and see if that helps. If the laptop has correctly displayed in the past: If it's one particular region, than it's a region issue; submit a ticket or resource usage in the region needs to be reduced. If experiencing problem grid wide and nobody else is, first try clearing your cache per this KB article and if that doesn't work, try deleting the Second Life application data folder (not just the cache folder) - see bottom of KB article for where it's located.

Press ctrl-alt-shift-9. This turns off volume rendering. Turns off all prim rendering basically. All you'll see are the base avatars and the ground. Once all the avatar textures load you can press ctrl-alt-shift-9 again and go back to normal. It also works in reverse by pressing ctrl-alt-shift-4 which turns off rendering avatars and their worn prims. This makes the surrounding buildings load faster. I do it at crowded stores to make the vendor boxes load faster.

I installed the release candidate viewer and it worked! AV's are no longer grey and load a lot faster, thank you all for your suggestions!
