I don't own a single piece of property in SL. I just went to purchase a 512 lot and a screen came up saying "keep your monthly land use fees US$40. a month" Then underneath it says..you hold 0. sq. m of land. This parcel is 512 sq.m.

So are they saying I will have to PAY $40 a month for a 512 parcel?!?!?!

Go to your "My account" page, click on the group land link and see if you have any donations to land, but it sounds like a glitch, it is the weekend ;)
