If a group member reduces their donation of tier to the group, and that results in the group land holdings exceeding its donated tier, then the Land & L$ tab in the Group shows a warning text in yellow beneath the Donation box. "Group members must contribute more land credits to support land in use". This state is quite ok and routine when people are reorganising their own and group tier/land. I see references in the forums to this being ok "for a few minutes", "for a few hours". HOWEVER - Worst case scenario: What if a member reduces their donation, tells nobody and noone in the group notices? The member reducing their contribution will see the warning. But if for whatever reason they just ignore it - what happens? LL must click/creak into action eventually, as there are now some square metres of land on which tier is not being paid. One would hope that the system would issue a warning to the group owners and/or members - before anything drastic happens. Drastic? - Disband the group and confiscate all land? - Confiscate group plots to a total that equals or exceeds the 'missing' tier? - Lock out all entry to group land - even to members. Lock for say a month and then confiscate. The first is easy to automate and apparently already happens if group member count falls below 2. The second could be a pain to automate. The third is way to sensible. Something tells me that the first would be the outcome, but Puh-leeeeease, let's not get into a gripe-fest about it  SO: Group tier goes negative and the group is not aware of it. How long does it take before LL notice? When the sky falls, doth it droppeth from heaven as a gentle rain, or doth it droppeth as fire and brimstone? Maybe the group owners should have a routine of checking tier at some regular intervals. But at what intervals? Moi? Paranoid? Nope! (-ish)

my best guess is that SL will auto abandon lands until you are in the clear, and that would mean if you are 16m short and you only have a 10,000sqm plot, that plot could be lost.
I wouldn't risk it, you'd be playing with fire and you may get burned.
Have you thought about asking a friend if they would be willing to temporarily lease you some tier? If they have free tier, its costing them money to hold it, so you can give them some relief at the same time.

Thats an incredibly good question that you probably won't get a good answer for. Especially in regards to what, if any, notification other group members would receive prior to having land confiscated by LL for lack of group land tier.
Most likely you will need to purchase more tier to have the group be able to retain the land you have now. Or have a 'fund-drive' and see if you can get other members to contribute.
Your other option is to section off and abandon/sell land that isnt covered by the tier.
But the notification question ... that's one for LL. I have a feeling you might not get any. It is very likely LL thinks you ought to be checking yourself and making adjustments accordingly.

This isn't a "live" situation  I was just wondering if anyone had the knowledge. The question arose in my mind out of the discussions about a group coming together to buy and develop a sim. What if?? I certainly wouldn't risk being in negative tier except for a few minutes. No way Jose! Anyone in a shared tier situation with more than just a few close friends would be well advised to check. The lottery is "how frequently?". Turn your back for 12 hours and bang? I'll try asking the LL horse to open its mouth. Yes, one could borrow/rent tier from a friend, but that's where this potential issue arises. As for renting tier from J.Random Other ...... Oh dearie me! I understand that it's done, but it seems suicidal.
