The only way to automatically *enforce* a prim limit is for the land to be parceled out in sizes that reflect the desired primcounts and assigned to separate groups. (Of course the land owned by one such group doesn't have to be contiguous or consist of a single parcel or anything.) There's no way for a script to prevent somebody from rezzing new prims, nor to return prims.

A script certainly can know the number of prims on a parcel, so it could *detect* when a limit is exceeded and warn somebody about it.

Theoretically, I suppose, it could warn a bot about it, and that bot could take actions automatically to correct the situation. I've not seen this, though (and it sounds very scary, given the state-of-the-art in botting).

Hippotech allows you to set a prim limit that it counts and then IM's you (and the renter if you so wish) that they are over their limit, but it doesn't prevent them from going over the limit.

The only way to enforce actual size limits is to deed each parcel to its own group, then they can't go over their prim limit.
