There a way to turn off the ability to see neighboring sims?

I have some friends who lived on the edge of a private sim where there were no other surrounding sims, so they had a nice ocean view. Today, a new sim appears and it blocked all views of what was the ocean. I was just wondering if there's any way to turn off the ability to see neighboring sims?

No, sorry, there is no way.

Lowering the draw distance is probably the only option, but doing so means they won't see much of their own sim, either. Inconvenient, to say the least.

If there are other edges of the sim that still have no neighbor sims, the sim owner might be willing to relocate your friends to a parcel with the view they want.

If they are up against the edge of the sim and as 64m is the minimum draw distance I don't think this will work so well at not seeing their sim either.

If you build at a certain height you can make most of the land disappear and you will only see ocean. 1000 meters I think.

It might be possible for them to have a chat with the sim owner to see if they will let them move to a plot that has an ocean view again. Some owners will do this, knowing how much some people pick a specific plot becuase of that view. If the owner doesn't want to, then yeah, a skybox or some sort of build above 512m would do the trick. :) good luck!

oddly, if the two regions are connected by the corners only, not side by side, the region just disappears on its own. Maybe its just me.

No, that is how it works. Private sims only "connect" via their sides. A corner to corner connection, with no intermediate side to side links, is not connected, and the sims don't see each other. Two sims corner to corner = no visibility. Three sims in in L shape = all three interact and see each other.

To the OP: I once had exactly the same situation as you. Was renting a nice parcel right on the edge of a private sim, and loving the ocean view. I had even terraformed the edge of my parcel to a nice coastline with a little dock to sit on and watch the sunsets. Then one day, a new sim appeared out of nowhere, right beside my parcel. My "waterfront" became a narrow puddle, and my sea became a flat sea of weedy grass, that never got a single tenant on the ground in the time I remained there.

I complained to both sim owners, generally got ignored, and I eventually left that sim behind, and moved to a better-managed collection of private sims, where the neighboring area was already filled with Openspaces sims and other normal sims that had water between the parcels. Turned out to be a far beter deal for me. Lag was lower, and I could actually USE my dock for a boat, and could go boating in the neighboring sims!.
