I know that the new Nautilus Continent has some special characteristics (for example: cannot join parcels, double prims, etc), but what about those ugly red ban lines? I seem to recall they are not permitted in Nautilus, yet I just encountered a parcel in Hamilcar that had ban lines. Do you know? Are ban lines allowed in Nautilus? I was hoping their prohibition was part of trying to keep Nautilus beautiful.

short answer:
yes.

long answers:
Nautilus is the whole 5th mainland continent with lots of small islands.

It is only special so far that it has a lot of coastline, all else is old.
And
It has gotten a new island on its southeast end on octover 2008 , the nautilus island of the nautilus continent.
http://blog.secondlife.com/2008/10/20/new-city-area-discovered/
in that island "There look to be several hundred parcels available, all of them 1024 square meters in size. They cannot be terraformed and have twice the usual prim allocation"
but there is NOTHING about banlines for that island, there are pacrels allowed there that ban anyone.
AND
the continent will get an ocean to the east with some PRIVATE sailing and airplane focussed regions on the east of that.

Bay City has "luxurious" features, including being double prim mainland (very special) with more script performance (rarely relevant), no terraforming and no parcel joining AD NO BANLINES FOR ANYONE ALLOWED (except individuals), special design rules, special attention and maintenance.

nautilus streets are noscript and no object entry, bay city streets allow scripts for anyone and object creation for parcel owners of bay city.

Re. banlines, yes, but shouldn't be allowed for "Anyone". Banlines are at least ridiculous in a city setting.
Re. Nautilus (City) streets, they have script allowed AND object entry as well. Only "No Object Creation" is set.
