Programs to generate RAW Terrain Files

Can anyone recommend a program to edit/create/ RAW terrain files?

I heard about Backhoe, but that is only available for the MAC, and I had a look at Bailiwick, but you can only look at RAW files with that (although I did note that you could edit in Terragen, then import the Terragen file into Bailiwick and save it out as RAW, but Terragen is pretty poor as a terrain editor goes).

Is there nothing out there for Windows to edit/create RAW files?

When my island was delivered, I downloaded the terrain file, and editted in photoshop (dodge/burn/brush etc.). It took me some practice to get a feeling for how the grey levels transform to height. Once you've the basic terrain layout right, you can fine tune it in-world, and download it again as a backup. I tried backhoe, but I did not find it usefull for me.

Terragen can be used to create RAW files, though I have never done this myself.

I have been involved in the beta testing of a great new windows program for doing just what you want. It is called SimScape. The developer says it should be ready in about 2-3 weeks. I have uploaded a screenshot (with permission) so you can see what it looks like.
