I've always been able to, provided I rez my boat in a place that allows it. Still, sometimes lately it's hard to really travel the rivers in SL due to builds extending into the protected area and ban lines. People seem ban-line happy lately I remember enjoying ballooning once upon a time, but now to do it you have to go up so high, you don't see anything, so it's just not worth it anymore. Sailing is still fun from time to time though

Most certainly you can. When I was looking for my home property, I spend a long time searching for a plot on the mainland which was on the boundary of a protected Linden sea. Eventually, I found a wonderful quarter sim plot with 4 Linden protected sims in easy sailable distance. I've made a jetty on my land and have moored up several boats; anytime I want, I just sail the boats over the boundary and off into the distance The protected views are also a plus; these plots tend to be more expensive.

Nearly all Linden water sims are no-build, but some groups of water sims have parcels cut out where people can rezz their boats. Do a Search for "Rez zone". That will bring up a few places - mostly Linden, but a few on resident-owned parcels beside Linden water sims.

I should add, Sling is absolutely right and that applies to the protected water next to my parcel also. However, since my parcel is right on the border, I can rez the boats on my water and then sail them into the Linden protected land since they don't restrict object entry. Hope that helps!
