The topic has been beaten to death, yet is still liable to torch off a firestorm.
Fundamentally, what is banned is wagering on random chance.
So either include an element of skill in the game (turning it into a competition), or have it give out prizes regardless of whether people put money in (eliminating the wagering part).
Lots of people have ideas about various creative interpretations, primarily involving using tokens instead of actual L$, but I'll steer clear of *that* discussion.
