Can estate managers reclaim land? For example, someone buys/reserves a parcel but doesn't pay tier, so can manager reclaim that land?

Estate owners can reclaim land, Estate managers can't as far as I'm aware.

Estate managers can do this too. The button says 'Abandon Land' rather than 'Reclaim' but the result is the same - the land returns to the estate owner's name.

What you do as an estate manager is turn on 'parcel resale' - do an abandon, then set the parcel to a group you control or whatnot.
Or something like that.
And if you are like me you'll shut off parcel resale as fast as you can before residents start advertising your estate land as if it was $L 1 mainland to unsuspecting noobs.

I don't believe you need parcel-resale turned on. I have it turned off in my estate and my estate managers are able to 'Abandon Land' on behalf of residents, which of course is another way to say 'reclaim land'.
I just logged on with an alt who's an EM and verified - resale is turned off, but the 'Abandon Land' button is available on residents' land. If the EM clicks the Abandon button, the land ownership goes back to the estate owner.
Amusingly, EMs can also flag land as for sale, so an evil EM can go around kicking all your residents off and then setting the land back for sale, and it will probably look like the estate owner did it. So make sure you trust your EMs!
