How do I go about making a .raw? Ive read the Island info but for the life of me... Im not getting it...I just want to quarter up my island with an mountainous *X* to quarter it and texture it nicely ... what Im coming up with is a disaster.. the sand is creeping up the mountain... the grass on the low lands.

Using photoshop to create 256x256 greyscale height maps works well. Use photoshop or something like that to build them and Bailiwick to create the raw files.

RAW files are used simply as height maps for shaping the terrain, not for the surface texturing the land mesh. Surface texturing is controlled via the via the settings in the estate tools window in-world, and has nothing to do with whatever RAW file you might or might not be using as your height map.
If you've got sand extending too high up your mountain area, simply open up the Region/Estate window, and lower the height range settings for that texture in that quadrant of the sim. Keep in mind, though, that it will never be exact. It can be really tricky to get a given terrain texture to start and stop at the heights you want within each quadrant, or even across the whole of the island. Some random bleed-through in places is inevitable. If you want precise control over the texturing in an area, cover that area with prims or sculpties, and texture those accordingly. Modeled properly, sculpty land, or even prim land, can look just as convincing as the real thing. If by 'quarter up' you mean 'parcel up', then creating a raw file will not do that for you, despite what the KB says, it hasn't worked for a long time now. If you mean to simply landscape your island then raw files are the way to go. If you can use Photoshop then that is the preferred program (for Windows), but if that is not available to you then you can create them using almost any graphics program and by using Terragen and Bailiwick to convert to the SL raw format.
