OMG I have a grand opening event in 20 minutes and the sim has been down for at least 5. How long does it take for it to come up? Is it a server that needs to reboot or something?

If I recall, with things like rolling restarts, it's expected to be down for five minutes. If it's down for half an hour, call support.
If the sim is down and it's not due to a rolling restart or something, you should contact whatever technical support you qualify for right away.
