Is there any way of telling where an attachment will attach before you put it on for the first time?
I'm getting very irritated by putting things on and then finding that something I want to wear with it has detached. I know about changing the attachment point after putting it on, but is it possible to find out where it will attach before ever wearing an attachment?

you can click "attach to" and then browse the list of free possibilities for the one that best suits the objects desired location. things on the hand will move with the arm, things on the eyes will move with the eyes, etc.

No, you can't determine where the maker of an atachment chose to attach it. The best you can do is the first time you put it on, see if something else vanishes. You can always put the other part back later. Once the new thing is attached, you can look under Edit > Detach Object to see what is attached where. There are a few general assumptions you can make, however. Almost anything remotely like a prim skirt or overly long coat will attach to the Pelvis, because that is where it moves correctly. Which means a lot of furry tails and, er, male bits, conflict with skirt-like attachments. Holsters and sword belts also tend to do this. Hats may conflict with prim hair. The ones that don't usually are using an ear as an attachment point. Tails and male parts usually attach to pelvis, but can use stomach almost as well. Wings tend to use Chest or spine.
