Yes they can. Happened to me once that a parcel near my own went up for sale and I bought it. I didn't realize that I was banned from it until I tried to tp on to it. (No idea why. I was new. Probably did something that annoyed the original owner at some point or other.)

I had to stand near it, and remove my name from the ban list.
