I found a nice 4096 sq meter lot I want to buy. When I try to buy, the system says I have exceeded my monthly billing/trading limit....noooooo!
How do I increase this limit?

You have a limit for your first 30 days, I believe. After that it will increase automatically.

increasing your limit wont help tonight, you can try to buy an amount from SLexchange.com
or have your friends loan ya the dough

goto 'community' (above) and check your 'Billing and Trading Limits'..you joined in Aug 2007, so, your limits will be $50 between 2 - 13 days and the $150 between 14 - 27 days.
Assuming the land is about L$30K then you'll need around $113, which you'll only be able to get after about 2 weeks.
Yes you can increase your trading limit (by application to LL)..but to be honest it'll probably take so long that you'd be better waiting the few days (week or two maybe) till you're in the next trading bracket.
If you miss out on the land..don't worry..there's lots of land for sale out there
