I have not been using this program long and I can't seem to troubleshoot this at all. The mouse pointer does not respond when over something that can be manipulated or takes forever to do so and then wont interact with it, I right click on anything but myself and the pie menu refuses to show up and the browser in the program has never scrolled from day 1. The program seems to be gradually falling apart and the support pages don't have any help at all. I removed it completely from my system...including registry entries and cache but the problem is still there. I am using a 2.3 Ghz AMD Athalon with a Radeon 9200 128mb, I have 512 mb of ram and 180Gig HD, These problems were almost unnoticeable when I started but are crippling now, any ideas?

is it possibly your mouse itself? Have you/Can You try a different mouse?

I checked ...the mouse works fine. It's a software issue not a hardware one.

Ooh, a Radeon 9200? The problem you may be experiencing is LAG from the graphical end. SL is very unforgiving on graphics cards. The RAM seems kind of low for SL too.
*hugs* I know you don't want to hear that, but I had to upgrade my system to be able to use SL.

Hmmm... one of my Windows boxes is limping along with a 9200; it's pretty pokey, but doesn't really seem like this (it does have a couple GB of RAM, though, so that may help). I'm kinda getting network vibes here, like maybe this is some funky ISP with metered capacity or traffic shaping or something... or (more hopeful) maybe the local router might need a reboot.
The bit where it was unnoticeable at first and has gotten steadily worse is what makes me suspect network, but I guess it could be graphics if there has been some tweaking of Edit / Preferences / Graphics that took place along the way.

I've noticed alot of times that an actionable object doesn't "on mouse hover" right, I just ignore it and right-click pie-menu etc. Some of the other things you mention tho concern me more. 128VRAM and 512SysRAM *could* be the problem. Where are you in world when these things happen? Can you go to a deserted area and see if it's any better? If it is hardware related that can usually be ferreted out by testing in different locales. If the problems increase in busy clubs, but not on an empty island then I'd say either/both RAM quantities are it. Yes newer clients have been very unforgiving of borderline machines which used to be OK. Seems the Lab is intent on progress no matter the bodies it may have to walk over. You may want to search the topics here about 3rd party viewers like Nicholaz'.

I've had a similar issue though not as severe. I had to hold my mouse buttons down for quite a bit longer than normal in SL to get a response.........like if I right clicked on an object to edit I had to hold the right button down for over a couple seconds to get the menu. I was using a wireless mouse and keyboard with fresh batteries and current addressing of them to my reciever. Got rid of the wireless and went USB and it stopped. Maybe that is the issue?

When I'm out and about for my RL work, I run SL on a very old, low spec HP Compaq laptop - 512 core and integrated Intel graphics. It's bad - very bad, but I manage by throttling back everything I can. You could try :
-- Nicholaz Berresford's "old style" viewer -- set draw distance to minimum -- Go into the Client menu and select Rendering and uncheck anything you can do without, e.g., Alpha, Particles, Clouds, Trees, Grass -- uncheck Texture Animation from the Client menu
In other word, render as few pixels as possible.
I can mange to get about 7 -12 fps this way - not good, but just about do-able.
