Im newbie..but premier...if i want buy land ex. 9000m2 ...:( do i need pay also fees for that land ... what i own?) ex 9.95$/month, or more ex. what theres is in covenant area...ex. 4000/week

When you talk about buying land, are you talking about mainland or island land (estate) ? You will have to pay fees every month no matter where you live.

on edit: as Nina pointed out, 512 square meters is free of fees but barely enough land to do anything with.

you $9.95 allows you to hold 512m of land without incurring additional charges.
using the land fee calculator* you will find that 9000m of land will add $75usd per month to your bill.
i think you could actually hold that 9000m at the lower tier level (8,192) if you donated your tier to group and owned the land via a group.

It sounds like the land you're looking to buy is estate land. Are you supposed to pay the L$ 4000 a week to a person within SL, ie the landowner?
If this is the case then you're not actually buying the land.It's more like a lease, with your landlord retaining ownership. You don't need to be premium for that.
Check out the 'owning land' section on the SL website.
Basically, if you buy land you get the first 512 m2 tier free, then you pay L$ 5 for the first 512m2 above that and tier fees go up the more land you own.

You have a choice: you can 'rent' land and effectively pay tier to your lkandlord, or your can buy land - with no covenant - and pay your tier to Linden Lab. For the first, you don't need to be premium, for the seconfdd you do. If you have a decent landlord, the costs are generally the same. You're just paying different people.
Check out the land questions group run by a regular here, Raymond Figtree. They have lots of people to answer your questions. Find out as much as you can before you buy or rent.

As you are a premium member you should proberbly buy mainland since your premium membership gives you 512 of free tier for mainland.
The land search allows you to select between the 2 types of land (mainland or private estate)

Land with a covenant is NOT mainland, its a private island/estrate owned by another player, and when you "buy" that you are actually leasing from the other player so you have to be carefull who its from (since there have been cases of unscrupulous ones who take it back)
The big name ones are trustworthy of course.

Assuming you are buying mainland (which means you own it according to second life):
1. your premium membership supports 512 square meters of the land without you paying extra tier (tier is like land tax to second life)
2. if you own more than 512 you have to pay extra tier. The prices are given here:
