I don't think LL does it in any predictable way. You'll know it's your turn when you get the "you will be logged out in 5 minutes" message.

As per the blog, this is the usual way they do it.
"Each region will be restarted in a wave that progresses North to South across the map, with a 5-minute warning preceding the restart." |

It looks like the 'wave' is somewhere around the south part of the Nautilus continent.
