I am looking for a nice house to rent in SL. Here are my expectations:
Must be on the ground Must offer a place for me to sit on my chair and watch sunsets Must be Medium to large size Must come with as many prims for as cheap as possible. Must be able to walk in and out on the lower floor to explore places Must have Media rights such as being able to listen to music and watch TV
Furnished is recommended as well.
Will pay up to $650 a week.

I can't quite meet all your requirements, but you may still want to check out the apartments at Masocado 242/159/41
300 prims, $L750 per week.

In all honesty, you will find few places that rent something to your standards. It is simply impossibly to have even a medium sized plot of land for 650 L$ a week, I'm in a smallish sized plot and it's costing me 1500 lindens a week.
You'll find that's the case everywhere simply because prims are what run the SL rental world, if you want em, you got to pay for them, and if you want a place on the ground to view the sunset, you're going to have to do the legwork to find a corner parcel.
As for your chair, with the price you're asking, that's about as much as you'll fit on the land anyway.

Your best bet is in property to rent section. For the price you wish to pay you are looking at probably a 1024 sized plot, that would normally be around 234 prims. Finding one of these situated so you get the sunset may be hard, but even harder I would think would be the expectation to be able to walk from your land to explore. Most residential areas there isn't public footpaths between plots. I just looked in the rental section after reading your post, this was the best I could find, sounds pretty nice for the price: /115/5d/345053/1.html

I am also looking for land as well. If I cannot find any great deals, then I will stay at the place I currently live at.

You might want to take a look at Kit Kat Island. Rent is assessed at L$2/prim per week, but the owners will make every effort to size your parcel to meet your needs. Most of the parcels there are blank (you supply your own building), but a few are available with unfurnished prefabs. I am sure that, if you ask, they'll supply you with a prefab on the parcel of your choosing. The people to talk to are Bunnie Tripsa, Birdie Dryke, or Sassypants Writer. You might also try Mop Hak on Whitesun. His rental parcels with houses seem to fit some of your requirements, pricewise anyway. I don't know about the sunset facing thing, or the exploring.
