how do you determine who is owner of the sim, for restarts and such?

Land on a plot, go to about land , and covenant tab, there it will tell you who the sim owner is

Look in the covenant tab. Might or might not mention it there.

I dont think mainland sim owners can do restarts like estate owners can.

For mainland SIM's you do not have an "owner", to ask for a restart, just open the support chat, and ask for it (if there's a concrete reason to do so... they will do in within seconds).

I believe lag can sometimes make the estate owner name take a while to load.

On the weekend I was on my friend's island, and went into the about land / covenant tab to have a look at their covenant, and it took several seconds for the information to fill in.
