Ive seen people rent shoutcast servers on sl but i was wondering how they do it?

You can search for shoutcast servers and go to the shops. Most of them, all you have to do is choose what options fit your needs, pay the vendor. At that point, you get a notecard with the information you need to plug into your winamp, itunes or SAM (or whatever you're streaming with,) and you'll be up and running.
I'm willing to pay a bit extra for quality, and I've not had one second of downtime due to servers from Jamie Otis. If you search in people for him, his info is in his picks.

A lot of people say rent shoutcast servers, You're not renting a server if you're just paying for a package.
Really you are renting a shoutcast streaming account, That is hosted on a dedicated server that's used for shoutcast.
So if you want to setup and rent these packages yourself, You'd first find a good data center to rent yourself a dedicated server, Where you would setup shoutcast packages/accounts.
