IPS is gone. It's been replaced by events per second (EPS) that includes both the old and new VMs, and you need to use a 1.21 viewer to see it.

So, what exactly is the relevance of EPS and how do I know if what I'm seeing is good or bad?

Same way as before: note values when things are good, and note values when things are bad, and see if they're different (for a given sim: Class 5 servers will get higher numbers than Class 4).

A Mono icode node is not quite the same thing as an LSL icode node, so mixing them together in a single count would be misleading. I don't know whether this was their reason; perhaps it just wasn't feasible to count Mono nodes.

By counting events, at least they're counting something that is the same for both old LSL object code and new Mono object code.
