Depending on the OS, there are all sorts of shenanigans about how to manage that but these days it's much easier if you go to the 'Advanced' menu in the viewer, find 'Debug Settings ...' and set 'RunMultipleThreads' in the selection box to 'TRUE'.

although you found the info already: there are 2 methods to get multiple windows to run on one machine.

The hands on old fashioned way is adding " -multiple" at the very end of the target line in your shortcut properties.

The other was: open debug settings in advanced menu (ctrl+alt+d if you don't have it) and find 'allowmultipleviewers in the drop down menu (it's near the top, 9th I think) and set it from 'false' to 'true'
