Blind leading the blind....

The tenants cannot change the media on land they do not own and that is not group owned unless you install a radio that they can access. If they bought the parcel and it's in their name, they just need to put down a radio or plug a url in About Land.

If the land is group owned, you would need to enable the power to change parcel media in the group roles.

They won't be able to change it if it isn't group owned. With group owned land, there's an option to allow members to change the streams. That option would have been unchecked when the land was was group owned, and that's why they couldn't change it.

Agent owned land : Must have group share set to any common group. "None" can also be set, but the avatar must also have their active group set to "None"

Do not deed radios on agent owned land.

Group Land : Land, group and avatar must all be same group.

Radios must be deeded on group owned land.

Yes they can. Weedy's demo radios can be used by anyone provided their group tag is set to "None". Her radios are also set to "None" None of her shops are group owned land.

You do not need to issue deed rights to allow users to change urls. They must be in the same group and have their group tag active, is all. Allowing urls to be set in estate tools, lets members to "manually" change urls in "About Land", that's all. Mainland owners don't have that option, but group members can still change URLs with a properly installed scripted object.

Deed rights only apply to group members rezzing their own radios on group owned estate land.
