How do I allow scripting to only to a few AV's on some land?

Create a group. Have those avatars join that group. Set the land to that group. Make sure that the "only group members" options are checked.

Set the "others" to "no scripts". This cannot be done with the object, it has to be done with the land parcel(s).

If you are making your own scripts you can use http://wiki.secondlife.com/wiki/LlGetParcelDetails in a script to check it's location.
