I was wondering, if I were to downgrade from Premium to Basic, will I retain my L$ balance?
Also, are Basic account holders able to cash in their L$ for US$, and then transfer their US$ away?

Yes to both your questions. Basic members can cash out L$ the same as Premium members can, and you don't lose your L$ balance for tiering down. You do lose the weekly influx of additional L$ as a Stipend, once your current Premium membership expires, but that is all.
