I was standing on a friend land talking and all the sudden millions of blue popup boxes appeared on my upper right hand screen I clicked ignore and muted them and muted them as an object but they kept coming. How do I stop those?

The Emerald viewer has an option to limit the number of pop-ups in a given time. I've no idea if the the LL viewer has anything like this.

If you can find the spam object using CTRL ALT T or if you know who is sending it, try muting the person.
Some things can cause an avatar to spam everyone around them without the avatar knowing it. It's a prim disguised as something normal and then worn. Other prims of course are rezzed to spam intentionally.
