I fell upon the apparently very old mainland sim called 'Brown' yesterday, and was very surprised to see Linden Zoning rules in a notecard giver near the center of the sim (oddly enough - not in the covenant). I have never heard of official Linden zoning. Does anyone know if they actually enforce these rules on that sim? Are there anymore sims that have zoning? I was under the impression that Bay City was their first stab at anything even remotely close to regulating...

They did a few "suburban" sims long ago, right after they killed the First Land program. The idea was to have areas that offered ONLY 512 M2 starter parcels, that could never be split or joined, and that had simple streets around each "block". They made at least 4 sims like that, as I recall. And it didn't go over very well, because although they did restrict joining and splitting parcels, they did nothing else to regulate them. So what started as an orderly residential neighborhood soon became newbie-slum chaos.

I have asked a Linden about adding a covenant and was assured that a covenant would be added to Brown, Green, and a few others around there.
Its news to me that a notecard giver is delivering a covenant, perhaps that is a concerned resident within the region taking it upon themselves? Last I saw months ago, some of the parcels there were being chopped up into little parcels. You would think with the introduction Bay City, that the older covenant mainland regions would gain some attention.

The notecard givers on the sidewalks of Brown and its twin Boardman are Linden owned, with 2003 build dates. There doesn't seem to be anything in the Shermerville sims, but for some reason they have remained mostly crap-free. Yeah, it would be nice if the various "special" mainland sims had the rules listed where people now expect to find them.

In the case of the Shermerville sim specifically, that sim is in it's pristine condition because there is one guy who owns atleast half if not more of the parcels on the sim, and he keeps them very clean. The Shermerville sims in general are kept clean because people pay hundreds (and even over a thousand in some cases!) of RL dollars for parcels on those sims, and so they are not about to pay all that money then clutter the lots with garbage. My opinion anyway...
