I use the Sound Recorder that comes with Windows (the XP variant) - does the job quite nicely. And it's free - well after you've paid Bill Gates of course... :)

yes, you need to save them in PCM format, 22Khz, 16 bit - stereo or mono - and they can't be more than 9 seconds in length. Sound Recorder will do that for you if you follow the menus in File/Save As....

http://audacity.sourceforge.net/

Audacity is great for editing the sound files, clipping them into smaller segments, etc. You can also change the format so they upload to SL.

I also like using the Sound Recorder from Windows too. You basically just open sound recorder, drag your wav file onto it, then choose 'save as' and in the save window there is a format dropdown. Choose 44.1 kHz 8bit mono. Yeah you're saving a wav into another wav BUT it's now the correct format to upload to SL.

windows users can search for and use sndrec32.exe, if you need to convert (even from mp3 I believe) just drag the sound file onto the app, hit file --> properties, and press the convert now button... it'll give you options... IIRC 44100mhz 16bit stereo and pcm in the box above is what you want... then save it. you can also cut it up while you're in there since I think there is a 10sec limit on sounds.

pretty sure mac's have their own utility for this too.

be aware wav files have a size of ~10mb per minute or 1.67mb for 10 sec at those settings

The sounds must be 44.1 khz @ 16 bit uncompessed.
Stereo sounds will converted into mono after uploading.
Max duration is exactly 10 seconds.

If you dont wanna pay for an audio editor, I would recommend Audacity as well. Both running on pc, mac and Linux.
