1. May I put a snapshot into my inworld inventory directly without any expense?
2. Is there a photo editor in world for me to edit the snapshot further?

1. No, all the material that comes to SL world has a cost (10L). You have two options to get free snapshots but storing in RL:
a. Save to your hard disk
b. Send to an email address

2. I dont think so that there's some like Gimp or Photoshop inworld, but you can find tools that create frames for your pics.

I am afraid not. You can d/l to your harddrive for free, edit and upload for 10L, but you cannot save to your inventory for free unless someone gives you a piccie as an inventory offer. Even then, they will have had to pay to load that.
