Can avatar wears inscription with letters? How can I do that?

For text on skin or body, create a graphic file with the letters then apply that to a clothing item.
Floating text above your head can be done with a simple script inside of a small prim that you wear.

It's called a "Tattoo". Yes.
Three ways. * The skin texture could be modified to add the tattoo letters. * The letters can be part of a clothing item, like an undershirt that is transparent except where the letters are. * A prim with the tattoo texture can be attached to an attachment point.
Limits:
* An avatar in Second Life only has one arm, on the clothing or skin templates. Anything on the right arm will be mirror-reversed on the left arm. So in the first or second options above, a heart with the name "MAY" in the middle will appear on the left arm as a heart with the name "YAM" in it!
* If your skin is not one you designed yourself, you probably can not add designs to the skin texture. But some skin designers will, for a small fee, make a custom version of their skins with a tattoo on them.
* A tattoo that is on clothing allows you to wear it over any skin, but takes a clothing layer position. So if you have the tattoo on an undershirt, you can't wear that tattoo while wearing any other type of undershirt.
* The third method can be used to put a tattoo only on one arm. But it will not be exactly on the skin surface, and may shift as the avatar moves. It would also appear above any clothing that is worn.
