I must be doing something wrong, but I sure can't think of what. I own the groups, I'm listed as an owner. As an owner, I have the right to change the insignia, but I can't make it stick.
Any ideas?

Make sure its the active window, drag your group texture over, click tab, then click apply.
if just clicking tab does not help, then toggle the open enrollment feature then click apply after placing your group texture.
