I don't know why Linden sell the sea gateway to ppl that let them to block the only connection between 2 seas. There are lot ppl will not consider other to block, ban, or use Access group only. Ppl don't know will be crashed and need to relogin. There are lot of example;

- Kinrara
- joomos
- Cyclops (luckily the owner not ban access)
- Butsu
- Quagmire (owner use a rock to black the only tunnel with red line ban).

There are many. LL will maintain the road (although many broken). They don't preserve necessary seaway. So, why don't they make it a land from the start?

Is there anyone will sign up a partition to request those owner let use have a right of sea way.

You can always "try to request" but that's the only right you have on other people's waterways.

And naming names on the forum is forbidden.

I didn't realize that naming regions was forbidden. I thought that applied only to people.

I don't know about the others, but I do know of Kinrara.
That sim is owned by a single group. There are ban lines all around it, but a passage is not blocked.

There is a protected strip along the South of Kinrara, that allows entry into the sim to the West.
There is a protected triangle cut out of its North East corner, allowing access to the North.
At the North West corner of Kinrara, there is a protected triangle cut out of the Nebo sim, allowing passage to the North.

You just have to be careful and use map and minimap to stay away from Kinrara's Eastern, Western and Northern borders. Because the banned area comes to the edge of the sim, there are no ban lines to be seen. You just crash with a "Cannot cross region into a banned parcel".

There are paths that you can access through Corsica that allow you to travel by water from region to region. Keep in mind that just because there is water that its free to use to boat. There are many lands all throughout Sl that seem to have a river or creek running through but they are private lands.

People pay a premium to OWN these waterways, which are private, and not for public use. LL respects the rights of property owners to use the land/water they pay for however they see fit, as it should be. The people who own these waterways have every right not to let people travel on them, although it's much nicer when they do allow it. There are public Governer Linden-owned waterways in many sims that you can use.

People do own the waterway land and they do have the "right" to restrictr access and keep peoplefrom their property, but there is and easy way you can suggest to them to do both, simply split their propertery into 2 parcels, one land with their beach/jetty and the other the open water part. Put ban lines on the property but allow all residents in the open water section.
Having said that, Linden Labs or the sim owner should design better so blockage isn't possible. And if people are extending objects out into public water blocking it, send them a polite note incase it's an accident and if you get no satisfaction AR the object.
It is also possible that LL didn't design the sim a major land owner may have designed it badly or effeciently then sold all the plots off, maximising his return with no care for the later residents.

"Having said that, Linden Labs or the sim owner should design better so blockage isn't possible." <-- Teqq has a point there.

I think Milissa is trying to say : Why LL don't preserve necessary seaway. She is not trying to say why those private sim owners block their land.
