I think LittleMe is right that they want them to stay at the top. During the Openspace debacle people started many of their own threads on the topic in that subforum and it made it difficult to find the Linden threads, which were the ones that Lindens were actually supposed to be reading and responding to.

Stickies don't stand out at all. I automatically skip over them as content that doesn't change often.
