I saw this post in another thread but for some reason i could not respond to it, it is my understanding only estate owners can own homesteads outright,it is also my understanding an estate owner cannot sell a homestead outright to another non estate owner so that they become the sole owner.

Thumbs up Homestead for sale - FULL TRANSFER
Stop wasting money paying someone else L$ for your homestead. You are paying THEIR price. Instead, purchase a homestead, have it in YOUR name and NO, you do NOT need a premium account to own one!!! Instead of paying more than what the actual sim costs them, you can pay the low $95 a month paid directly to LL (yes, you can exchange your L$ from inworld to your SL account and they will pull from the US Dollar Balance in your account)

Right, they've changed the rules so that only the estate owner is the payor, I have no idea why they had that silly loophole in the first place. Maybe this person doesn't realise this, although it sounds more as if they're trying to just rent it out for the cost of tier at that price.

However full transfer suggests just that, only another estate owner would be able to take it though.

*EDIT* I've just seen the advert, it is a full transfer, they're also selling a full sim, both are full transfer. I'm not sure how full transfer works for non estate owners, i'd imagine you won't be able to take just the homestead as you need to be an existing estate owner to own one. */EDIT*

I would agree maybe they are trying to rent it out,but the part about paying directly to LL would suggest they think they can sell it outright and the buyer would pay directly to LL and not him, which of course cannot happen that way unless an estate owner buys it
The ad does look like it's directed to current homestead renters paying estate profits with tier
