I have a microphone and am using the sound recorder in windows. It records my hello fine and is saving as a .wav format. However, when i try to upload to SL I get an error message saying file does not appear to be a supported sample rate (must be 44.1K)
What does this mean and can it be fixed?

Yes, it can be fixed. But not in Windows Sound Recorder, if you are using the Windows Vista version.
You need an audio recording and editing application. I use an old version of Sony's Sound Forge, but there are free and shareware programs out there.
You want to set your recorder to create a stereo audio file, with a sample rate of 44.1 KHz, in the WAV format.
Your audio application should also be able to "resample" an existing sound file, to convert it to the proper format.
Your entire sound file must be 10 seconds or less in duration.
