You do not need to use alpha textures to make a picture frame. It is best to stay away from those if at all possible.
The better way to make it, is to make it work with a hollow prim. All you need to do when making your frame texture, is to make sure that the frame is exactly the same thickness around the perimeter of the texture. then you can fill the inside with black.
Say you make a frame texture using a 512 x 512 Size.. make the frame thickness on your texture 10% of the whole image size ( approx 51 Pixels) - this way when you put it on a prim, you make that prim approx 80% hollow. You can fine tune it with the percentage and adjust it so no more black shows. the numbers are just for reference, if the frame is thicker make it thicker, just keep the thickness the same all around the edge.
This way when you put a picture in the middle of it you can use pictures that have transparencies and they won't have issues, aslo this is a great way to make a window frame.

Here is another option for you. I usually make a one prim frame.
Res a box. Set X and Y to 2.0; set Z to 0.05 Set taper for both X and Y to 0.15 Rotate 90 degrees so that the top (where the picture goes) is facing forward. Set your photo texture and use the boxes sides as the frame. You can adjust the texture width and offest to get good results with just about any wood texture. You could even apply a russet color to the standard plywood texture.

And yet another way.....lol My fave way to do framing is to start with 1 prim and hollow it......then rez another prim to use as the canvas. The hollowed prim can be adjusted to any widthe and depth and then the canvas prim can also be placed and ajusted so it first in the frame prim exactly as you want it. Then....all you have to do to switch out images is edit linked parts and put whatever texture you want to frame, on the canvas prim. This also lets you play with different textures for the frames, which is great for enhancing the art.

Why not just use your paint program to paint the frame around the picture, hence a a framed picture is still only 1 prim rather than 2.
that's what I always do.
