how come while downgrading from premium you dont get your stipend even before the premium runs out?

I always got them, and they pay until the end of the paid cycle. If you mean today - neither of my two premiums has gotten its stipend so far.

Once you've initiated the downgrade, you're effectively non-premium. It doesn't matter how much time you have left til the end of your current pay period. You can't buy land either (mainland or private). And no, they won't refund your lost fees. That's why you have to wait until a couple of days before your current period expires to downgrade, this is not a widely known issue.
