In trying to get on SL, the process takes 2 minutes to get through Initializing World, and then becomes stuck in Connecting To Region, where connection never occurs. This occurs 99% of the time, although occasionally I am able to get on. The region or the time of day/night does not appear to make a difference on whether I can get on. Is this a problem with SL, or a problem with my computer, or both? Are there solutions?

My first port of call would be rebooting your router, especially if you also start seeing "Waiting Region Handshake".
Try also logging into somewhere else i.e. Pooley as the region.

Also, the regular step of clearing cache. I'm still amazed at the number of times this simple thing has helped me out...
